Lapel pins have been around longer than our country has been in existence. Although it's uncertain where they originated, and why, it is evident that they're here to stay. They have been thoroughly assimilated into our culture and you see them everywhere you look. I assume that a lapel was the most sensible place to wear the early ones. It's not jewelry but it is an accessory, and they likely wanted it to be seen but with only a subtle presence. These days they come in all shapes and sizes, with designs that include everything you can imagine and then some. They're not just worn on lapels either.
